Tender Cushion Equine Hoof Pads are available in three different sizes. 

Small 3.5" wide for minis and small breeds

Medium 5" wide fits 80% of horses

Large 7.5" wide for large breeds

The hoof pads fit most horses of the size they are meant for; small, medium, or large, without any cutting at all. However, this cutting guide of common shoe size is available if needed.
